Government on the recommendation constituted a Task Force under the chairmanship of Charles Correa for the purpose of the Regional Plan for Goa 2021.
Rahul Deshpande served on the committee for creating a vision for Goa in 2021. It formulated a plan from the micro level the village panchayat level to the District level. The plan through interaction with stake holders prepared a plan for a progressive Goa, by which there would be all round development ensuring that the environment, the eco sensitive zones and forests are preserved by   creating a balanced system of population and sustainable growth, and allowing areas for the upgradation of infrastructure and networks. Goa is the only state of the union to have a state level regional plan.
